In order to cope with the phasing out of Edison (incandescent) light bulb in Europe by 2012, there is a fast development for LED products. The use of LED has been fast developing, including in indoor table lamps, wall-mounted lamps, ceiling lights, and embedded lamps, as well as in outdoor garden lighting, street lighting and roadway lighting. The trend to replace such traditional lighting sources as incandescent light bulbs and Halogen light bulbs or lamp tubes is now clear. As a result, testing needs for LED products are also expanding rapidly.
According to CENELEC’s time frame, EU member states were required to incorporate the said standard into their national laws by April 1, 2007. Furthermore, LED luminaries for which other types of certification have been obtained will also require certification against IEC 61347-2-13: 2006 by July 1, 2009.
Scope of IEC 62471
IEC 62471 ---- is guidance for evaluating the photobiological safety of lamps and lamp systems including luminaires. Specifically it specifies the exposure limits, reference measurement technique and classification scheme for the evaluation and control of photobiological hazards from all electrically powered incoherent broadband sources of optical radiation, including LEDs but excluding lasers, in the wavelength range from 200 nm through 3000 nm.
